Welcome to the Ann Arbor Housing Commission [local Public Housing Authority (PHA)] administering the Housing Choice Voucher (HCV) Program (commonly known as Section 8)!

 Attached you will find the following:

As per Housing & Urban Development (HUD) regulations, PHA’s are not permitted to steer families to select particular units.  However, we are more than happy to present your unit as an option to our families.  The Housing Choice Voucher Program is a program of “choice”.   Therefore, I would recommend you post your unit in local newspapers and bulletin boards where permitted. We encourage our families to read the local papers and bulletin boards in their search for housing.   Also, if you have access to the internet, please register with www.GOsection8.COM. It is a “FREE” to post your unit.

Once a family contacts you, they will notify you they are a program participant. Depending on their PHA, they will also have forms from the Public Housing Authority (PHA) for you to complete.

With the Ann Arbor Housing Commission, you must complete our forms which include a W-9, a valid driver’s license, and proof of ownership, blank lease, and property management agreement (if you select not to manage the unit). After you and the tenant complete the appropriate forms and the return the paperwork, we will review this information for accuracy.    

Please be sure you have prepared your unit for inspection. Helpful tips are on page 6-7 of the brochure.

We will request a Housing Quality Standards (HQS) Inspection for the unit from our inspection contractor.

The unit must pass this inspection before the family is permitted to occupy the unit.

After the unit has passed inspection, please do the following:

  • Execute a lease agreement with your tenant.
  • Provided our agency a copy of the lease agreement.
  • Then, the family can move in.

Payments:

  • The family is 100% responsible for the security deposit.
  • The family pays their portion of their rent (approximately 30%) to you directly.
  • The Ann Arbor Housing Commission will retroactively begin its subsidy portion of the rent subsidy in approximately 45 -60 Days from the date of move in (Direct Deposit is available).

Have you heard about MSHDA’s Property Improvement Program?  This program offers low interest home improvement loans to single-family homeowners with low-to-moderate income, and landlords renting to low-to-moderate income tenants.  Eligible home improvements include repairing or replacing a roof, installing new siding, adding insulation, replacing a furnace, installing a ramp, remodeling a kitchen, and other similar improvements.  With energy costs continuing to rise, this program is an affordable way to make improvements that will increase energy efficiency and reduce utility bills over the long term. 

 Homeowners can borrow up to $50,000.  MSHDA does not require equity in the home for loans $25,000 and under, making it the ideal product for a new homeowner or existing homeowner with limited equity.  Because we can amortize the loan up to 20 years, the monthly payments are very affordable for those on a fixed income.  The interest rate for homeowners is 4%, 6%, or 8%, depending upon income. 

 Landlords can borrow up to $25,000 per unit, with a maximum outstanding limit of $100,000 per borrower.  Eligible properties cannot have more than 24 units.  The interest rate is fixed at 8%.  There are no income requirements for landlords, but the rental units must meet MSHDA rental limit guidelines.

 These loans are provided through MSHDA-approved participating lenders and community agents.  For participating lenders, these loans provide a product that can bring new customers to their business.  While the lender works directly with the borrower to underwrite the loan, MSHDA purchases the loan and assumes the financial debt and loan servicing.  Further, MSHDA pays the lender up to $400 per loan.  Our current participating lenders tell us that many of the PIP customers return to the bank, open checking or savings accounts and apply for other loan products. The goodwill established when offering a PIP loan can continue beyond the loan process.

 For realtors, these loans may be just the product to close the deal.  We do not require equity in the home for loans $25,000 and under, making it the ideal product for a homeowner.  Because we can amortize the loan for 20 years, we can keep the payments affordable.
