2025 Pauline Watermain and Road Resurfacing Project

Project Limits​

Pauline from South Seventh Street to Main Str​eet.​ 

Project update:

After careful consideration and review of the design options and public input, the project team has determined that curbside parking will be maintained on the south side of road from Seventh Street to Main Street, along with bike lanes in both directions. Residents can expect an update regarding the project timeline in November, ​2024. Construction is currently scheduled to begin in March 2025.

Orangeburg Sanitary Laterals

If you have any history of sanitary problems, please take this opportunity to investigate with a licensed plumber if the sanitary lateral (pipe that goes from the home to the City Sewer) needs to be replaced. Doing this now will save you money on pavement restoration and avoid a patch in the new roadway.​

Project Engagement Opportunities​

  • Two walkabouts were held on May 11 and May 18, 2024

2024 online survey response summary:
  • A total of 58 residents submitted their preferences via the Pauline Boulevard Reconfiguration Project survey after the guided walks that took place with project staff on May 11 and May 18, 2024.

  • Of the 58 residents, 21 residents preferred floating parking, and 37 residents curbside parking.  

  • Of the 58 residents, 29 residents preferred parking to be placed on the north side from Edgewood to 7th and 29 residents parking to be placed on the south side. 

  • Of the 58 residents, 32 residents preferred parking to be placed on the north side from Main to Edgewood and 26 residents parking to be placed on the south side. 

Why is this project being done?

  • Replace aging 6-inch cast iron watermain with a new 12-inch Ductile Iron watermain
  • Replace the asphalt road given the fully aged surface condition
  • Inclusion of all ages and ability bikeway

Potential impact to residents​​

  • Noise and dust from construction work
  • Detouring of AAATA bus route 28
  • ​Relocation of hydrants may impact street parking
  • Bike lane configuration will impact street parking​

Cost and funding source

City of Ann Arbor Bridge, Sidewalk and Street Millage and Act 51 funds (Gas & Weight tax Revenue) from the State of Michigan.​

What is the difference between floating and curbside parking?

Floating means vehicles can park next to the vehicle traffic lane with the bike lane along the curb. Curbside means vehicles can park along the curb with the bike lane along the vehicle traffic lane.

What is a parking protected bike lane?

In this arrangement, parked cars – located in a floating parking lane – act as a protective buffer between the vehicle traffic lane and the bike lane.

Is it possible to have a two-way cycle track along one side of the road, instead of a one-way cycle track?

A two-way cycle track introduces more complexity and more potential conflicts between vehicles and bicycles. Two-way cycle tracks are typically used when the road is narrower. This is not the case for Pauline, so staff did not recommend it.

Will bus stop locations along Pauline Blvd. be impacted by this project?

Yes. The number of stops will remain the same, but locations may change. 

Will any street trees be impacted by this project?

No street trees are currently planned to be removed. However, some trimming will be required to provide 18 ft clearance above the pavement.

Will any storm drainage updates be made during this project?

Most catch basins will be replaced within the limits to a 2 ft diameter structured with a sump to catch sediment before it enters the storm pipes. Catch basin leads will be replaced up to the storm sewer Maintenance Hole. 

Will more parking signage be added to the street to make parking expectations clearer?

Limited parking and no parking signs can be added along the project limits and west beyond Seventh.

After public input is gathered for this project via the online survey, when will design options be shared with the public?

When the design is 80% complete staff will be able to share it with the public.
