Ann Arbor's Street Resurfacing Program, funded primarily by Ann Arbor's Street, Bridge, and Sidewalk Millage, is an annual program that improves streets by:
- removing potholes
- providing a smoother surface
- extending road lifespans
- upgrading storm water infrastructure
- installing curb ramps compliant with the American with Disabilities Act (ADA)
Streets are chosen for resurfacing using a
data driven approach but limited by funding and other infrastructure priorities.
What to expect when your street is scheduled for resurfacing
One year prior to construction
You will start seeing increased activity from city staff and consultants in your neighborhood. These activities range from sewer televising and spray painted pavement to pavement coring and surveying. These activities collect data and help determine which streets are selected.
During construction season
City crews or the contractor will visit the area to trim overhanging tree limbs, clear heavy brush near the road, document current site conditions, and mark the area.
Construction staking, videotaping, and “Miss Dig" utility markings (colored flags and paint markings) may occur and will continue throughout construction. These provide important information to the construction crews and must not be disturbed.
Contact staff if you have sprinklers, invisible fences, or special landscaping in front of your property. These will be requested to be marked by the resident prior to construction. If privately owned features in the City Right of Way are damaged by our contractor, the City may not be able to make repairs or provide reimbursement.
Prior to your street's scheduled construction, a more detailed notice will be provided in the form of a flyer. Keep an eye out!
Types of Resurfacing
As part of the City's Annual Resurfacing Program, the typical treatments used are partial depth and full depth removal.
Partial depth removal
Partial depth removal, also referred to as a “mill and fill" is when the top layer (1.5 inches to 2 inches) of existing pavement is removed and replaced with new asphalt.
This type of treatment is typically used for streets that show surface cracks and has suitable base asphalt.
Full depth removal
Full depth removal is when all layers of asphalt are removed and replaced but the aggregate base is left undisturbed. On occasion, there are isolated areas of bad aggregate that are removed and replaced, this is called an undercut. Undercuts are used to create a suitable base for new asphalt to be placed on.

Our contractor will distribute notices door to door in advance of work impacting driveways, pavement removal and replacement activities, and any other significant project work that may directly impact residents within the project limits. Please watch for these.
