Housing Board of Appeals - Administrative Review, Clarification and Variances
The purpose of the Housing Board of Appeals is to hear and rule on variance requests from the requirements of the
Housing Code, Chapter 105 where such application would result in practical difficulties or unnecessary hardship to the person owning or having the beneficial use of said property. Granting a variance cannot violate the intent of Chapter 105 nor jeopardize public health and safety. This board is also empowered to grant time extensions, when requested, allowing owners/agents extra time to make the required corrections to their property (maximum 90 days). Additionally, the board is allowed to make administrative decisions, within the scope of the code, where allowed. Variance requests can be submitted once an inspection has been conducted and violations have been cited.
Applications
Applications for the Housing Board of Appeals should be submitted through
STREAM a minimum of four weeks prior to the meeting date to allow adequate time to process according to the laws, guidelines and regulations.
Fees
The application fee for all housing variance requests is $500. We accept cash, checks, and all forms of credit card. Fees are due at the time of application submittal.
Meeting Information
The Housing Board of Appeals meetings are typically held the second Tuesday of the month. They are located at 301 East Huron Street, Larcom City Hall, in the South Conference room on the first floor. There is on-street metered parking available along Ann Street (2 hour maximum) or parking structures at Ann Street and Main Street, and Fourth Street and Washington Street for your convenience.
