​Non-discrimination Laws

Chapter 112 of Title IX, Non-discrimination​​ of the City's Code of Ordinances sets forward the following intent,

It is the intent of the city that no individual be denied equal protection of the laws; nor shall any individual be denied the enjoyment of his or her civil or political rights or be discriminated against because of actual or perceived age, arrest record, color, disability, educational association, ethnicity, familial status, family responsibilities, gender expression, gender identity, genetic information, government-issued identification card, height, HIV status, marital status, national origin, political beliefs, race, religion, sex, sexual orientation, source of income, veteran status, victim of domestic violence or stalking, or weight.


The following actions have been undertaken to revise established policies and procedures to ​address concerns of equality, equity, and discrimination.

The Right to Sit

​On October 7, 2024 an ordinance was enacted to add Section 9.155.1 of Chapter 112 (Non-Discrimination) of Title IX of the Code of the City of Ann Arbor ​to require that employers provide seating for workers when sitting does not prevent them from performing their job duties.

​Resolution Directing the Appropriate Use of Facial Recognition Technology

​​On June 6, 2024 Ann Arbor City Council passed ​a resolution to limit the use of facial recognition technology in order to protect the civil rights and liberties of Ann Arbor residents and visitors.​​

​​Strengthening Fair Chance Hiring Practices

​On February 20, 2024 City Council passed a resolution requiring the City to undergo a review of jobs to determine which jobs require a criminal background check and which may not.  It recognizes the fundamental right to employment and the importance of reintegrating all citizens, including those with past criminal convictions, into the workforce as a vital component of a thriving community. Pretextual Traffic Stops

Fair Chance Housing
On April 18, 2021, City Council passed the Fair Chance Housing Ordinance to give previously incarcerated individuals or other individuals with a criminal history the opportunity to compete for rental housing and/or reside with family members and others. Such housing is crucial for successful reintegration into the community, obtaining gainful employment, and reducing homelessness. View the the document below.

Race-based Hair Discrimination
​In June of 2021, the City of Ann Arbor to amended​ Section 112 of the City Code to include in the definition of race the prohibition against race-based hair discrimination.

Gender, Gender Expression and Sexuality as Protected Classes​
The City of Ann Arbor Municipal Code protect members of the LGBTQ+ community from discrimination by considering gender expression and sexuality as a protected class in Chapter 112 of the City Code of Ordinances.

Protecting Youth from Conversion Therapy

On August 16, 2021 City Council approved an ordinance to protect youth from the harms of conversion therapy in Chapter 123.
