Lead and Copper Rule Update

October 1, 2024 -

In 2018, Michigan revised its Lead and Copper in Drinking Water Rule to require all water systems to complete an inventory of its water service lines by 2025. In January 2021, the United States (U.S.) Environmental Protection Agency (EPA) published the Lead and Copper Rule Revisions (LCRR). Those revisions also included a requirement to complete a service line material inventory but the deadline for completing the inventory was October 16, 2024, thus taking precedence over Michigan's compliance deadline. Ann Arbor Water is on track to meet this deadline.

Ann Arbor does not have any lead service lines, but we do still have privately owned galvanized service lines that were once connected to lead. Michigan's rule requires all of these lines to be replaced within 20 years. Ann Arbor Water is well ahead of this schedule and anticipates that all lines requiring replacement will be replaced by 2030. We have created a dashboard and map for the public to view information about their service line material. The inventory map shows service lines that have been replaced, service lines that are eligible for replacement and service lines that still require in-home verification. The dashboard is continually updated as lines are inventoried or replaced.

Michigan's Rule also lowers the action level (AL) for lead from 15 parts per billion (ppb) to 12 ppb, effective January 1, 2025.  The action level is based on a 90th percentile level of tap water samples. Ann Arbor Water's 90th percentile level is 2ppb, well below the new action level of 12 ppb.
