Sept. 18, 2024 update​

Orkney/Culver/Fountain

The project is substantially complete. There are a few things on the punch list that are getting done periodically. The seeding, stop bar pavement markings, and the last 10 section of curb are all scheduled to be complete in September.

Huron View

Water main:

The water main is complete. Last week the main was tested and disinfected. The main will be connected to the adjacent water mains and all services will be transferred to the new main in the next two weeks. The interruption to services will be limited. You will receive notice when your service is planned to be shut down. Shut down times range from 1 hour for a residential service line transfer to about 6 hours for a water main connection.

Road:

The road will continue to be open to traffic the entire project.

After water main work is complete, the rest of the asphalt will be removed, and the road will be graded with aggregate. This is a drivable surface but will be dusty, we will try to mitigate the dust as much as possible; we appreciate your patience in the meantime.

Curb and driveways will be poured starting the week of September 30. You will receive a notification when your driveway will be inaccessible when the concrete is curing; it will be for 5-7 days. If there are two entrances to a property, they will be poured one at a time to maintain access.

Paving is planned for early October. One lane will be paved at a time to maintain traffic.

Main Street

The water main work on the east side of Main Street is scheduled to be complete next week. The northbound lane will be repaved and opened to traffic as soon as possible after that. Paving will be in early October.

The southbound lane will be closed until Huron View is paved. ​



Project timeline

A tentative schedule is listed below. This is dependent on weather. It will be updated with major changes:

  • Orkney Drive, Culver Road, and Fountain Street: May 13, 2024 to mid July, 2024
    • Water main installation: May 13 to mid June
    • Water service transfers (expect short service interruptions): Mid to late June
    • Curb and driveway replacements, paving, and restoration: Early to mid July
  • Boardwalk storm system rehabilitation: Summer 2024
  • Huron View Boulevard: July to October, 2024​

General construction Information

  • Normal work hours are 7 a.m. to 8 p.m. Monday-Saturday.
  • The project limits span the entire road right-of-way, roughly back of sidewalk to back of sidewalk across the street. While this entire area is not planned to be disturbed, it is suggested to remove any sentimental plants or ornaments you do not want damaged. The areas will be restored will topsoil and grass seed when the project is complete.
  • Curbside trash, recycling, and compost collection; water, sanitary, and storm service; emergency vehicle access; and mail delivery will be maintained throughout the project.
  • Trees will be marked prior to removal.
  • Construction unavoidably generates dust and noise, as well as inconveniences. We appreciate your patience and cooperation throughout the project.

Traffic, parking, and access

  • On-street parking will be restricted where posted to overnight only; 8 p.m. to 7 a.m.
  • Streets will be closed to through-traffic during construction. Residential and business access will be maintained but may include delays during working hours.
  • Pedestrian traffic will be maintained with sidewalk closures posted as necessary.
  • Detours will be posted throughout construction.
  • Trenches will be filled in after each workday and left with a drivable surface.
  • During the pavement construction (towards the end of the project), there will be unavoidable disruptions to street and driveway access; properties will be notified of the expected time and duration. Depending on the ambient temperature, concrete can take 2-3 days to cure, and asphalt takes several hours to cool.
  • Relocation and the addition of new fire hydrants may change or eliminate some on-street parking along the streets.
  • Use onsite contacts for accessibility issues.

Driveways

  • Access to driveways will be maintained except for brief periods. The contractor is expected to provide appropriate notification.
  • If a driveway approach (area between the sidewalk and the curb) is removed as part of the Project, it will be replaced to match the width of the existing driveway adjacent to the back of the sidewalk.

Water service

Water service will generally be maintained during construction with few exceptions:

  • A planned water service interruption (6-8 hours during the day) when the new water mains are tied into the existing mains. Orange door-hanger notifications will be distributed at least 24-hours in advance.
  • A brief water service interruption (approx. 30 minutes) when a water service is transferred to the new main. In person notification (knock on the door or ring the doorbell) will occur immediately prior to the brief interruption.
  • Water main breaks can happen during construction, these are not planned therefore notifications are not possible. The breaks will be repaired, and water service will be restored as soon as possible.
  • Due to the need to open and close water main valves in the vicinity, it is normal for some sediment to be disturbed. As a result, you may observe water that appears cloudy or rusty. While undesirable, the sediment is not harmful, and can be cleared by running cold water for several minutes. It is recommended that you run water from a basement faucet, or the faucet closest to the water meter.

Water Main Replacement

  • Orkney Drive from Sunset Road to Culver Road
  • Culver Road from Orkney Drive to Orkney Drive
  • Fountain Street from Culver Road to 200 feet west

The existing water main beneath these streets is undersized and will be replaced with a new 8-inch water main. New fire hydrants will be installed to increase fire suppression coverage. Individual pressure reducing valves (PRVs) in the area will not be affected and will still be needed.

Since the current road condition does not qualify for resurfacing, only the curb and asphalt that is removed for the water main will be replaced. After the project, a surface treatment will be applied to the entire road to achieve a uniform look and smoother ride. The surface treatment is currently planned for Spring of 2025 through the annual Preventive Maintenance Program.

Water Main Consolidation and Road Resurfacing

  • Huron View Boulevard from North Main Street to 200 feet west of the cul-de-sac.

The two existing 16-inch water mains will be consolidated to one, larger water main. Individual pressure reducing valves (PRVs) in the area will not be affected and will still be needed. The entire road within the project limits above will be resurfaced with new asphalt. Some curb and driveway approaches will be replaced as needed for water main installation and paving.

Storm Sewer Rehabilitation​

  • Boardwalk Drive between railroad and Ann Arbor Public Schools bus parking lot.

The banks near a drainage culvert have eroded and need to be repaired. The banks will be regraded and reinforced with rip rap. A large inlet will also be installed to receive storm water and alleviate the erosion. ​

Funding ​

  • ​Orkney and Culver water main installation, necessary curb replacement, and asphalt paving will be paid from Water Funds. The surface treatment applied after the project will be paid for by Road funds.
  • Huron View water main installation will be paid from Water Funds. Repaving will be paid for by Road Funds.  
  • Storm system rehabilitation will be paid for by Storm Funds.
  • No funding directly from residents will be required for this project.​
